
The single most important distinction in sovereign bitcoin is the one most coverage blurs: a seizure stockpile is not a reserve allocation. The US government holds roughly 328,372 BTC — about 25 billion dollars, the largest state holding on earth — but every coin came from criminal forfeiture, the reserve rests on a March 2025 executive order rather than legislation, and Treasury-Commerce disputes have stalled full operationalization. China's roughly 190,000 BTC is PlusToken seizure with no reserve framework at all. Against that, the Czech National Bank spent 2026 running an actual reserve decision: a test portfolio of approximately 1 percent bitcoin against 180 billion dollars in foreign-exchange reserves, justified by internal analysis showing improved risk-adjusted returns from bitcoin's low long-term correlation. The thesis — central bank reserves include bitcoin by 2028 — lives or dies on whether the CNB path, not the seizure path, becomes normal.
By December 31, 2028, at least three central banks or monetary authorities hold bitcoin as a deliberate foreign-reserve allocation — acquired by policy decision, sized as a portfolio weight, and reported in official reserve accounting — not as forfeited property under a stockpile framework. The seizure holdings do not count no matter how large, because they are not reserve management: the state did not choose the exposure, does not size it as an allocation, and in the US case cannot guarantee it survives the next administration. The claim is that intentional allocation, the El Salvador and CNB model, spreads to a handful of monetary authorities managing real reserves.
Three conditions must convert. First, the portfolio math has to keep surviving scrutiny: the CNB's case rests on bitcoin's low long-term correlation improving risk-adjusted returns at a 1-percent weight, and that has to hold through a drawdown, not just a backtest. Second, the accounting and custody problem must be solved to institutional standard — sovereign custody, valuation, and audit are the hurdles every serious analysis names first. Third, the governance must outlast electoral cycles: an allocation that a new government reverses is a trade, not a reserve, which is exactly the flaw in the executive-order structure.
The binding constraint is the IMF and the reserve-accounting framework itself. The IMF has repeatedly cautioned against large-scale bitcoin reserve adoption and shapes what counts as a reserve asset in official statistics; balance-of-payments and reserve-adequacy conventions were built for gold, foreign currency, and SDRs. Until bitcoin fits cleanly into that reporting architecture, an allocation sits awkwardly outside the definitions central banks are measured against — a constraint of classification and institutional convention, not technology.
The enabling primitive is not on-chain; it is the reserve-accounting treatment that lets a monetary authority hold bitcoin as a reported line rather than an experiment: institutional custody with auditable proof of holdings, a fair-value mark the central bank's own accounting standards accept, and a governance mandate treating the position as a strategic allocation with a defined horizon. The CNB is assembling exactly this — board-approved analysis, a first digital-asset purchase in November 2025, a multi-year test window, and a public governor making the risk-adjusted-return case at a policy level rather than a political one. El Salvador is the longer-standing proof that a state can accumulate deliberately (roughly 7,500 BTC bought in the market, not seized) and hold through cycles. Neither is large. Both are real reserve decisions, which is the entire point.
For a CPA, the audit trail is where the skeptic's strongest case lives. A reserve asset must be verifiable, valuable, and stable enough to underwrite confidence — and bitcoin's audit trail, while cryptographically excellent for proving holdings, is volatile enough that a 1-percent line can swing the reported value of the reserve in ways a finance ministry must explain publicly. The deeper objection: central banks hold reserves for liquidity to defend a currency and settle obligations, not for return, so importing a venture-like asset (the CNB's own characterization) into a liquidity buffer confuses two mandates. Add that the largest "reserves" are seizures nobody chose, that the US structure is a reversible executive order a 2029 administration could unwind, and that Germany already sold 50,000 seized BTC for 3.5 billion dollars in 2024 — and the honest reading is that sovereign bitcoin is mostly accidental custody plus a few small deliberate tests, not yet a reserve trend.
Three developments would invalidate the thesis: the CNB test concluding without a permanent allocation and no comparable authority replacing it; the IMF and reserve-accounting bodies formally excluding crypto from reserve-asset treatment, freezing official adoption; or a drawdown that makes the risk-adjusted-return case politically untenable to defend. The monthly trackables separate signal from noise: the count of deliberate allocations by authorities managing real FX reserves (not stockpiles), the CNB test's progression toward or away from a permanent weight, IMF and BIS guidance on reserve classification, and whether the US reserve gets codified by legislation — because the day it needs a law to survive is the day the executive-order version was never a reserve. The constructive signal is genuine but narrow: a sitting central bank governor made the diversification case with internal analysis at a policy level, moving the conversation from ideology to portfolio construction — which is a conversation central banks actually know how to have.
